Add the ability to create a 'payment schedule' on tenant's account for things other than rent.

Description
In addition to the payment schedule for rent, it would be helpful to create a similar 'schedule' for regular payments like utility bills. This would make a certain amount due on the tenant's account where you could select the recipient of the funds (British Gas 'contractor' for example).
Activity
We have needed to do this several times ourselves. The different payment items should be itemised and it seems the only way of doing this currently is either to create a reminder to manually add it each month or bundle it in with the rent on the payment schedule - meaning the landlord pays tax on these payments which are being treated as rent.
