Fixflo - reject job - email tenants the response

Fixflo is setup on agentOS with an option to accept or reject the job and give a reason why it is rejected. It looks as though that message is being sent to the tenant explaining matters which is how we have been using it. However it goes nowhere. Ideally this needs to be sent to the tenant as it is a quick and easy way of updating them.
